First thanks for responding to my request for foreign partnership.

At this point it is very important I give you details of this venture so that you understand why I need the active participation of a trusted foreigner

I pray you to treat all information contained herein as classified.

Like I stated in my introductory proposal, I am a Bangladesh national, managing partner to (M/S.S& H Corporation, (Oil & Gas contractors and suppliers of heavy machinery & Equipment).

This business venture has to do with the Asian Development Bank (ADB). Financed Natural Gas Access Improvement Project in my Country

This Project cost is estimated at US$542m, this includes the loan of $261 million (Ordinary capital Resources) from Asian Development Bank (ADB).

This project was under direct supervision of Bangladesh Oil, Gas & Mineral Corporation (PETROBANGLA).

I attached the project funding document for your perusal and records.

This project is being executed in Phases since its estimated completion time is in 2015

As of the time when the loan as proposed and approved my sister in-law was a principal senior staff with the procurement unit and Contract Tenders Board of PETROBANGLA, while my wife worked with the accounts department

My sister in-law has used my company name to structure certain supplies and consultancy contracts (through Equipment purchase and Consultancy -Project implementation support).in Phase 1 of the project, as a matter of fact he over invoiced the billings, and also stated in the deed of assignment that the Project implementation support was carried out by Foreign Technical consultant.

The initial contract amount has being paid to the Canadian company leaving the over invoiced amount of US6, 375,000. Through Equipment purchase and Consultancy (Project implementation support).

My sister in-law died from child birth late last year, my wife still works with the accounts unit

Now there has being a change in the payment policy because the previous Chairman of PETROBANGLA was removed , earlier before now entire contract value was paid to original contractor ,who now pays their sub-contractors , now subcontractors are under mandate to submit their claims directly to the Payment Validation Department.

So as it is now the amount of US$6,375,000 cant be claimed directly, and we cant explain such amount in our local bank account in Bangladesh.

Hence I decided to search for a reliable and trustworthy foreigner who can work with me discreetly on agreed terms so that I can guide him present him as the foreign Technical consultant that carried out the project implementation support.

Your commission will be 25% of total payout, we have some key officers in the unit that will facilitate the payment, and they also will be gratified at the end of the deal.

So at this point It is important you confirm the following,

- your readiness to sign a memorandum of understanding /non disclosure confidentiality agreement with me ?

- Do you guarantee the safety of the proceeds in your nominated account pending when we authorize you to transfer our share to a numbered account?

All arrangements will be made under a legitimate framework

This partnership requires trust, openness and understanding, since we have not met before

If this amount is not paid out it will make a total blunder of the project audit that will be submitted to ADB for reconciliation.

Thank you for your readiness to work with me.

I am aware of various scams going on online; I was also a victim where I lost my net-worth,

However that does not mean that there are no genuine business intentions, it is your duty to conduct a due diligence in my submissions to make your decision.

You know its not an easy decision to entrust such a transaction in the hands of a stranger.

If it was possible for me to handle it alone without any foreign collaboration, in your slightest imagination I would not have bothered seeking for foreign support.

However Its good you know that I am in this deal with my wife, she works with accounts & Procurement unit of PETROBANGLA , so we have all technical details and references to apply and get the claim approved for payout.

Its important you know that we don’t have direct access to the funds, what we have is the technical details and project references to apply for the payment using your name as a front for foreign contractor/supplier.

This is our plan/line of action. .

STEP 1.We sign MOU document,
The MOU will state terms and conditions, our respective roles and obligations, it will be our bond and guide for the period of the partnership

STEP 2 . We submit letter of claim to Payment validation Dept. (PVD) of Bangladesh Oil, Gas and Mineral Corporation (PETROBANGLA).

Work Program. The claim is for the Supply & Installation of 25,000 units of TEMCo Heatproof transformers and 2 units of cutting suction Dredgers(Hawk & Baracuda Models)

PVD will carry out their validation procedures which entail request for contract back up documents (Foreign contractor/supplier Registration certification, award of contract certificate, project completion confirmation)

We will procure these back up documentsin your name, backdate them to reflect the period of project bidding & execution.

We will forward certified true copies of original to you to submit to PVD.

With the assistance of my wife, the claim will be approved, although herinterest and direct involvement is not known to the officers of PETROBANGLA.

On validation of our the certifications submitted by you, The PVD will Issues us a Provisional Instructional Paying Order (IPO) .

This is a payment instruction that is Irrevocable; in order words we now have a legal right on the payment.

We then submit IPO to any of ADB accredited paying bank, and the accredited paying bank liquidates the IPO value into account we nominate for the payment.

Estimated contract payout, $6,375,000.00

So the payment ill hit your account as payment for contract executed, therefore you won’t have any issue with your bankers or local authorities regarding source /funds origin

Time frame We are looking at 14 banking days Maximum from the date of submission of a claim letter to Payment validation Unit of PETROBANGLA .

You will be entitled to 25% and my group gets the remainder.

We have few junior officers that will be instrumental to facilitating the approval so they also will be gratified at the end of the deal

Ultimately we guarantee 100% of actualizing this deal provided we work as a team and you adhere to our directives.

I pray you understand why weneed the active support of a reliable foreigner to play the pivotal role of foreign contractor/supplier

As part of due diligence and genuine intentions, I have attached the following personal documents for your records.
