Hello, I am Miss Young. I received the following email. It is a socalled "Advance Fee Fraud" letter, where I am promised millions for my assistance. These stories are all lies, and if I respond, sooner or later I will be asked to pay a fee. If I pay, another fee will quickly come up, and it will continue that way until I give up or run out of money. I will never see the millions, because they never existed.

Owing to the inability of some Commercial Banks and Financial Institution to offset payment owed Foreign Beneficiaries andinheritance claimants, the Economic Community of West African States (ECOWAS) under the newleadership of S.E. ALASSANE OUATTARA has just signed into law the Deduction Policyof Charges/Fees and has mandated the Foreign Payment Release Board(FPRB) Under the supervision of Bank of Ghana to release all foreign liabilities before the end of thisquarter of 2014 Fiscal Year.
This new policy will enable all foreign payment beneficiaries secure the release of their payment after relevantcharges/fees are deducted from source. Affected beneficiaries should
see this policy as a golden opportunity and also as the government
willingness/sincerity to pay genuine liabilities.

The decision of the President was necessitated after the report submitted by an
investigation panel revealed unnecessary use of bureaucratic procedures,
imposition of unauthorized fees and diversion of beneficiaries funds
to accounts not authorized by them. Furthermore, there were deliberate
delay on Foreign Payment and gross unofficial misconduct which made
mockery of the government image as it affects foreign payment policy.

Consequently the Economic Community of West African States (ECOWAS) has resolved to release all payment by eitherDirect Swift Transfer to the beneficiary's account or through ATM card.
Alternatively, payment can also be considered on your proposal. In line
with this directive, it becomes paramount to inform you that based on
the details contained in your payment file forwarded to our office from
the Federal Ministry of Finance, your payment is among the ‘Priority
Category’ which implies your claim is long over-due.

You are therefore advised to contact urgently the undersigned
so that the payment modalities will be communicated to you. This
arrangement will authorize relevant charges withholding the release of
your payment to be deducted and your claim released within 72hrs. You
should also reconfirm your claim amount, your bank details and telephone
number to enable our office correct irregularities in your file and
release your payment without any hitch.

States (ECOWAS) under the new leadership of S.E. ALASSANE OUATTARArecently introduced the policy of Certificate of Deductionto assist fund beneficiaries who have financial difficulties in thepayment of charges due for their fund release.

Hence you are not present here and can not make your self available , nor you have any representative here ,In order to accomplish this, an Affidavit of Oath will be deposed on your
behalf by the Federal Ministry of Justice authorizing this office to deduct
the relevant charges and release the outstanding balance of your contract payment.

Consequently, you will be required to offset an Oath/Certificate of Deduction
Issuance fee hence you are agreed ,to enable the Federal Ministry of Justice to depose to the
affidavit and issue the certificate of deduction there after which
will authorize this office to deduct the entire charges and release
your funds.

You are hereby advised to carefully read and fill up the attached form and return it back to us so that we can forward it to that our legal officer who will now proceed to theMinistry of Justice to obtainAffidavit of Oath on your behalf


N/B:The Oath/Certificate of Deduction Issuance fee is the
only fee you will pay to have your funds released and transfer to you by this office.

As soon as the fee is received, the deduction certificate
will be issued to this office by the Federal Ministry of Justice,
which will then authorize us to deduct the calculated total charges from your total sumand release yourpayment.
Copy of the certificate will also be sent via emailattachment to you.
I hereby attache to you my official ID as well , and in your return mail you are required to attache yours as well .
