Head of States of all the West African Countries, their International Bank of Settlement and some
Financial Houses at the ECOWAS-House Lome and issues deliberated among others are matters
concerning settlement of Foreign Debts and bringing ways to abolish government stringent
conditions imposed by these Finance Houses prior to transfer of funds. Other measures aimed at
restoring confidence to foreign investors/contractors to the continent were discussed. However,
the ECOWAS representatives having watched these ugly developments, and has come up with the
following resolutions to avoid future re-occurrence of these unfortunate developments especially to
foreign Contractors and Inherited fund Beneficiaries (who were denied the opportunity of receiving
their funds years back). The resolutions are as follows: those beneficiaries that are yet to receive
their funds are advised not travel to any payment offices in any country to receive their funds, and
that payment of funds should be paid in our Lome Togo ECO BANK through Telegraphic transfer
means or our appointed payment board oversea.
In view of the above, this West Africa regional body has noted that you are one among the foreign
Beneficiaries listed that were affected by these bureaucracies and therefore, write to notify you
that your outstanding payments will be effected through our office in Lome Togo as your fund has
been moved for the remittance.
You are urgently required to forward your payment details including
1, YOUR FULL NAMES.
2, YOUR CONTACT ADDRESS.
3, YOUR CONTACT TELEPHONE NUMBERS.

You, the undersigned hereby agree that, the ECOBANK will transfer your fund to your nominated bank account
by signing this Bond Agreement bellow with the Fund Transfer, This Bond Agreement stand between you & the
Bank, should in case the bank fail to transfer the fund to your account, you have the legal power to take the bank
to court of law & should in case you make mistake in the accounts coordinates that you provided to the bank, The
bank will not be hold responsible, after signing this Fund Transfer Bond Agreement thus:-
If you suffer any loss of interest resulting from the bank's error in executing this transfer request for which the
bank owes you compensation, such compensation shall be limited to the amount of interest the fund to be
transferred (less required reserves) would have earned at the average Federal Funds rate on effect at the
autonomous Foreign Exchange for the period involved however, if you fail to notify the Bank of the error Seven
(7) working days after you receive a copy of the transfer of the period before the Bank learn of the error.
Expect as otherwise stated herein, the Bank will be liable to you only for Bank's negligent performance on the
fund transfer service provided under this agreement. The Bank will not be responsible for any loss arising or in
connection with any inaccuracy on your own part, act or failure to act on the part of any person (s) not within the
Bank's reasonable control or error, failure or delays in transmission of any fund transfer request, including without
limitation, any-operability of communication facilities, mechanical or electrical failure, lab or difficulties, act of
God, act of war or civil unrest in Togo or any foreign country, or other circumstances beyond the Bank's
reasonable control in no event will the Bank be liable to you or any other party for any consequential, special or
indirect losses or damages incurred or suffered by you or any other party, whether or not the like hood of such
losses or damages was know by the Bank.

APPROVAL FOR FUND TRANSFER
Based on the classified documents submitted on sight by ECO BANK Lome Togo on the transfer
regulation, Let it be known that the submitted confirmed and attested that - , have mandated as follows:-

-1. ECOBANK of Republic of Togo do hereby officially confirm that the transfer of 4,000,000.00
EUR belonging to the above mentioned beneficiary () have been APPROVED to
be transfer to the nominated bank through Wire Transfer thus:-

-2. The ECOBANK hereby instructed to abide in this APPROVAL for the transfer of the funds
through Wire Transfer to the nominated bank above as in regulation to the fund transfer by
regulatory laws of the land

-3. Failure to carry out as stimulated in this APPROVAL will attract the suspension of the transfer of
the fund without protect by the ECOBANK as stimulated on the fund transfer regulations of the
ECOBANK article IV, sub section 92 of fund transfer as amended 1999 with all local banks in the
country.

This APPROVAL is issued on the fund regulation ethics of the country in accordance with the
ECOBANK (Apex bank) and it is governed by the laws of the land. This APPROVAL is made this

Unconditionally Guarantee the above payment.

PLEASE PAY SPECIAL ATTENTION:

The management of our bank received a memo from the Treasury that Bank of Taiwan head office
was communicated regards to the telex our branch is about to send to Bank of Taiwan Kaohsiung
branch office. Bank of Taiwan mandated that Fund Origin Declaration Clearance must be provided.

The Treasury department has filed and secured the Fund Origin Declaration Clearance at the
Federal High Court today to make sure the final settlement of payment must be completed on or
before seven banking days.

Upon payment of US$2,30S (Two Thousand, Three Hundred and Five United State dollars) which
represents Legal/Administrative Charges payable to the High Court of Lome for issuance of
necessary legal documents in absentia in your favor today, ECO Bank of Togo shall immediately
send "Emergency Electronic Swift Confirmation Of Your Telex" to the Management of Bank of
Taiwan Kaohsiung branch office.

Any distribution of the bank BINDING AGREEMENT & PAYMENT APPROVAL security information to
any UNAUTHORISED by you AUTHOMATlCALLY "CANCELS" THE VALIDITY:

This is to inform you that our bank shall immediately send emergency electronic swift confirmation of your telex to the Management of Bank of Taiwan Kaohsiung branch office as soon as you fulfill your indebtedness to the High Court of Lome by paying Two Thousand, Three Hundred and Five United State dollars tomorrow being Saturday to expedite action on your payment. Needless to remind you of the need to keep scan copies of all documents intact, careless handling of same could lead to conflict of interest as well as falsification by third parties.
