Senator David Mark GCON, the Senate President of the Federal Republic
of Nigeria on behalf of the National Assembly do hereby sign into law
while takingcognizance of the
recent fact finding report of the Presidential Visitation Committee to
the Central Bank of Nigeria, Commercial Banks, NNPC, Federal Ministry
ofFinance and Federal Ministry of Transport & Aviation as it concerns foreign contractors payment as follows.
That
all Agency right and third party representation in respect of
protracted payment resulting from Ministries,
Parastatals,Inheritance Claims and CorporationsContracts are hereby
REVOKED/CANCELLED. ALLCONTRACTORS/Next-of-kin Beneficiaries whose payments are still outstanding as at this date should liaisedirectly with DR. TUNDE F. THOMPSON, INTERNATIONAL PAYMENT CONTROL OFFICE in NIGERIA on his email:thompson_tunde@yahoo.com OR i-p-c-office-gov-nig2013@yandex.com , Tel:+234-81-2280-1204 . Subject to the above stipulation, we validate and confirm the earlier appointment of DR. T.F. THOMPSON, DIRECTOR OF PAYMENT,INTERNATIONAL PAYMENT CONTROL OFFICE, to take care of matters affecting foreign payment.
HENCEFORTH,
the Paymaster general of the Federation, all Committee under the
Presidency, the National Economic Intelligence Committee, AccountantGeneral
of the Federation Presidential Advisory Board on Foreign Contractors
Payment, the Nigeria Deposit Insurance Corporations (NDIC), Contract
ReviewChairman, Federal Audit and
Verification Panel, all Accredited Presidential Task Force on Contract
Payment should submit their files and reports of all outstandingpayments to DR. TUNDE F. THOMPSON, DIRECTOR OF PAYMENT, INTERNATIONAL PAYMENT CONTROL OFFICE.
By
the strength of this ACT, The Governor, Deputy Governor, Commercial
Banks' and all concerned authorities are therefore advised to submit
allfiles/correspondence
concerning the release of all contract payment to the above mentioned
office. Any contractor or foreign payment beneficiary whotherefore
goes contrary to these directives is doing that at his/her own risk.
Furthermore, all correspondent institution overseas, e.g.
Committees,Off-shore securitycompanies and World Bank Auditors are hereby CANCELLED/REVOKED until we give directives.
Contravention
of the stipulations of this ACT by any person or persons, Real or
Fictitious,Parastatals and institution constitutes an act of economic
sabotage tothe
Federal Republic of Nigeria and is punishable by Law. This ACT may be
cited as FOREIGN CONTRACT REVIEW/AFFIRMATION ACT 1414 sealed & dated
