Hello, I am Miss Young. I received the following email. It is a socalled "Advance Fee Fraud" letter, where I am promised millions for my assistance. These stories are all lies, and if I respond, sooner or later I will be asked to pay a fee. If I pay, another fee will quickly come up, and it will continue that way until I give up or run out of money. I will never see the millions, because they never existed.

I certainly hope that your business experience will be useful towards the investment plans of my client. However, I ask that you please permit me to give you more information about these funds that we seek your assistance in investing, the source of the funds, its present location and why I have sought your help. I know that what I am about to reveal is probably not how you perceived this investment proposal to unfold and I will understand if you choose to take some time to think about it before you decide on what to do regarding this issue.

Rogelio Lazo Singson is a Filipino industrial engineer, businessman, and public servant. He is the current Secretary of Public Works and Highways (DPWH) of the Philippines. On June 29, 2010, President Benigno Aquino III picked him as his Secretary of Public Works and Highways.

Before joining the Cabinet of President Aquino, he served in various senior positions such as Senior Vice President for Business Development, Citadel Holdings, Inc. from July 2002 to May 2007; Chairman & President of Bases Conversion and Development Authority from July 1998-February 2002; and concurrent Chairman of the Board of John Hay Poro Point Development Corporation, BCDA Management Holdings Inc., and North Luzon Railways Corporation from July 1998 to February 2002.

As Senior Vice President for Project Development of Citadel Holdings, Inc., he was responsible for identifying and developing new business ventures and expansion of core business of the Holdings Group. During that time, he led the consortium with foreign investors and technical partners that participated in two biddings of electricity transmission company Transco, and the successful acquisition of a telecommunications project in Micronesia.

My client, have sent through the Filipino apex bank, Bangko Sentral ng Pilipinas which is the Central Bank of the Philippines; commonly abbreviated as BSP the sum of $17.2 million (Seventeen Million, Two Hundred Thousand US dollars) to a bank in London, UK. His intention is for the funds to be moved out of the UK and invest same in your country before his retirement. This is why l was brought into the picture having being a consultant to my client for some time now.

He has instructed me as his long time German business associate resident in UK to assist in getting the funds moved out of the bank in UK to your nominated bank account without attracting the attention of the authorities because of his present position. To achieve this objective therefore, I felt it would be best to seek a new partner rather than rely on any past or present business relationships as this would eliminate the possibility of intermittent portfolio checks throwing up details that could lead to unwanted inquiries regarding the funds. This is why I contacted you. Let me make it clear here that I have come up with a fool-proof way to get the funds out of the UK in a quiet, discrete manner devoid of any form of attention from the government but I will greatly need your assistance. For your involvement, you can expect the following:

1) 20% of the total amount of US$17,200,000.00 for your assistance and input in transferring the funds to your account in your country.

2) 20% (subject to negotiation) of all profit on investment calculated on a yearly basis.

I shall be sending an endorsed Financial Management Agreement to be signed by you and sent back to me upon your acceptance of all the terms and conditions under which we can proceed in this venture. Once I receive the signed copy of the investment agreement back from you, I shall then keep same for my records.
Please feel free to seek from me any clarifications you may require before you sign the investment agreement as I shall be glad to provide you answers.

l therefore want you to let me know if you would like to proceed with this project so that I can immediately send the draft copy of the investment agreement to you.

I urge you to respond speedily so that we can move to the next step.
