I checked the website of the bank, http://www.reservebank.co.za. This is their contact information:

I ask Yahoo and Hotmail to close their email accounts.

Hello,
Thank you for writing to Yahoo! Mail.
In this particular case, we have taken appropriate action against the Yahoo! account in question that was reported for fraudulent activities, as per our Terms of Service (TOS). ...

I never heard from them again.

On september 16th, V.R. sent this to me:

Dear madam,
I am V.R. from India.
I received this email from someone i dont even know. I saw in the net about your message. plz. tell me what to do.
bye

I told V.R. that the lottery does not exist, and to ignore the email.

A search for the headquarter address, http://www.google.com/search?q=1a%2C+Bexon+Court+Carlton, and the ticket number, http://www.google.com/search?q=2F5-7HK-4329, shows that this scam email has been sent to a lot of innocent receivers.
