in line to foreign contracts settlement. I have before me the list of
foreign contract payment files, which are due to be transferred to their
nominated accounts.
Meanwhile, we identified some of these
accounts to be ghost accounts, unclaimed deposits and over-invoiced
sum etc. I wish to have a deal with you as regards to the unpaid
fund. I have a file before me and hope the data's are correct and un-tampered.
As it is my duty to recommend the transfer of these surplus funds to
the Federal Government Treasury and Reserve Accounts as unclaimed deposits.
I have the opportunity to write you based on the instructions I received
two days ago from the Senate Committee on Contract Payments / Foreign
Debts to submit the List of payment reports expenditures and audited
reports of revenues. Among several others, I have decided to remit the
total sum of USD 25 Million following the idea that we have a deal/agreement
and I am going to perfect the paperwork legally.
MY CONDITIONS
1. You will have to provide foreign account where these funds will be
transferred.
2. This deal must be kept secret forever, and all correspondence will
be strictly by private email / telephone and fax, for security purposes.
3. There should be no other third parties as most problems associated
with such payments are caused by their agents or representatives.
If you AGREE with my conditions, l will advise you on the next line
of action and immediately the funds transfer will commence without further
delay as I would proceed to fix your name on the Payment schedule instantly
to meet the 10 working days.

Thank you for your response and your interest in my proposal. I am sorry
for replying you a little late, it was because I was away on official
duties and had no time to check my mail. I am back now and will face
this transaction squarely with you.
Without wasting much time, the process of transfering this $25million
into your bank account requires the following:
I shall appoint a Lawyer who will work as your representative and help
secure all the legal documents that will authomaticaly make you the
bonafide beneficiary of the $25million.
First of all, your company will be registered with the Corporate Affairs
Commission, Abuja after which it will be registered with the Nigerian
National Petroleum Corporation (NNPC) as category "A" contractor which
qualifies you to execute contract with the Federal Government of Nigeria.
It will be back-dated to fall within the time the contract was executed.
As these documents are secured in your favour, I shall be sending copies
of them to you for your perusal and record purposes. After the transaction,
every thing relating to this transaction will be deletted from the computer
and there will never be any trace that this sum of US$25M was transferred
into your bank account.
Please Miss Young, I would like you to send me immediately by attachment
mail, a copy of either your international passport or drivers licence
to enable the Attorney use it to register you officially with the corporate
Affairs Commission. But I want to assure you that when this transaction
is over, I shall use my position and retrieve your identity back to
avoid any traces in the future. Although even if it is not retrieved
back, you will have no problem because the process of transferring this
US$25M into your bank account shall be followed officially and legally,
but I must retrieve your identity back, I assure you.
To ensure that the approval for this $25million is granted to you,
I will definitely spend so much, but I will do anything humanly possible
to ensure that the payment of this US$25m was approved in your favour,
no matter what it takes. I just hope that you will not deny me when
this money is finally transfered into your bank account.
I have decided that since you are part of this ones in a life time
transaction, we shall share the US$25m in the proportion of 60/40, meaning
60% for me and 40% for you. If this is acceptable to you, reply and
comfirm back to me so that we shall sign an agreement to that effect
before the Attorney commences the process of securing the necessary
documents in your favour. It is important we sign this agreement to
avoid misundertanding during disbursement in future.

He didn't notice that the "passport" I sent him was just
a big file with the name "passport".
It looks as if he tried to attach his family picture to his mail, but
he attached a html-file instead.
He presents himself as 38 years old. That is rather young for a foreign
minister, and a search on the internet shows that the real foreign minister
was born in 1934!
