Why hold a conference?
In the past decade alone, wars have claimed the lives of
over two million children, and have left another five million physically
disabled. More than 10 million children continue to be traumatized by the
violence they witnessed or in which they participated. During conflict and
often in the post-conflict period, children lose access to basic social
services such as health care and education. Many end up in refugee camps.
Others are forcibly recruited into armies, or join them voluntarily - in fact
there are currently about 300 000 child soldiers participating in conflicts
around the world. Millions become orphans, and older children are left to look
after their younger siblings. A disproportionate number of children, especially
boys, are injured by land mines; girls run a risk of being sexually exploited.
Participant in international agreements to protect children, the most important
of which is the 1989 Convention on the Rights of the Child. The
Convention recognizes a range of rights related to children and child
protection, and calls upon countries to honor their obligations to uphold these
rights. The Convention is the most widely ratified human rights treaty in the
world, with all but two countries. WORLD YOUTH ORGANISATION is a signatory to
and a leading having ratified it. To make further progress on these commitments,

Message from The WORLD YOUTH
National Superintendent
WAR
AFFTECTED CHILDREN - THERE HOPE IS OUR
DUTY
Of all the tools at our disposal to
promote the security of people, none offers greater potential than the one you
are using right now. Yet, for all of its promise, this powerful medium has not
been used to its fullest. We are only at the beginning of the curve in
determining the potential of this new tool. As we see the explosion in dot.com
enterprises, e-commerce and integrated networks that is driving the private
sector, we need an equivalent burst to serve the public good - to advance the
welfare and safety of individuals. For none is that need greater than for
children who are put at extreme risk by war and conflict every day. In too many
places and in too many instances children have been forced from their homes,
separated from their families, made to act as human shields, stripped of their
identities and callously killed. Whether in the streets of Freetown or in the
Bosnian countryside, children have rarely been so vulnerable. The International
Conference is an attempt to address this crisis by putting children first. In
Dakar , Dakar-Senegal young people will have a voice along with those of us in
government and civil society. And that voice will be heard like never before by
means of this technology. Our record as an international community has been
mixed: often failure to respond in time, with adequate will and with sufficient
resources to end the suffering of young people. Dakar will be an important
venue to examine why that is and to explore new ways of acting and building the
necessary capacity and will so that we do not repeat the failures of the past.
Tomorrow’s international security depends on our efforts today at finding
solutions to the cultures of violence and impunity that endanger children's
lives and jeopardize their future. I hope that we come away from this
conference having sustained the hope of the many millions who have lost all in
conflict that an international community does exist that is willing to hold up
the basic dignity of humankind. And that the legacy of Dakar will be to have
begun to make safe a world of opportunity and promise for all children.
Honorable Dr Wilfred Jonathan
Smith
World Youth National Superintendent.
A Message from the WORLD YOUTH
Program Administrator 2007.
The theme of these conference displays
the aim for the International Conference on Political,Social,Economical,
War-Affected Children. The first message is loud and clear that these children
are victims. Victims of violence, war, and cruelty, they have been stripped of
security and safety. Although peace may eventually come, these children will be
permanently scarred from their experiences. But this conference will send out
an even more powerful message of hope that these children are emerging from
turmoil towards a brighter future where they will be given the tools they need
to take control of their lives. From our experience working with war-affected
children, we have seen that they can become peace builders and act as agents of
change within their communities. They can chart a future for themselves by
overcoming the violence that has marked their lives so far. To this end, Dakar
Senegal is taking a leadership role by encouraging world leaders and
governments to do more to not only protect those children embroiled in
conflict, but also to help those who have survived the violence and are trying
to build new lives. During this conference in Dakar, I will be encouraging my
international colleagues to adopt several specific approaches in their
programming, including an increased emphasis on education and health-care
facilities, to ensure these children have every advantage available to help
them rebuild their young lives. I invite all Senegalise and international
colleagues to take a few moments to read the information on this conference
site. With your engagement and your support, we can make a difference.
Dr. Aaron
Bernard.
