Dear Honorable contractor,
Good day Sir and complement of the season.
I wish to know if you are alive, then if it is all well with you in a
health back ground I will be happy to know that, then where have you
being for over a month now that your payment is in progress and later
stopped.
This is incredible that I met your funds floating in and out in my
computer showing that your payment has not been transferred.
Apart from the fact that the Government have been tackling the issue
of non payment of funds to the owners and this exercise have been on
for over a month and till date starting from debts 1999 to till date
For the fact that many Governments have been in power and has gone and
has neglected to settle old debts owed to our contractors that have
executed from the above year to date .
Now based on the pressure from the united nation and international
communities and both committees have met the head of Nigerian
Government on the ground of the debts and have one and one with the
president of Nigerian on the non payment of funds to Nigerian foreign
contractors
In view of this pressure many committees, board of inquires and panels
of judges were committed on the investigation and advised they
committees to handle the approvals of the payment by them self in
conjunction with the Nigerian High Court iv.
It is on this pressure from united nation that the presents Government
that is willing ready to settle all debts owed by the Nigerian
government to our foreign contractors.
Based on the division of labour , all the investigations have been
carried out by the delegated panels and have submitted their findings/
result to the respective offices that is in charge for payment but
unfortunately in record that is out your contract documents and your
Name was not among short listed for the payment.
It is on this basis that i did not saw your name and have discovered
that your funds have been floating in the telex and computer system
for some period of times and I was shocked to see that the funds was
not recommended for payment by the concerned authorities
With the angry on me I said I must contact the owner of this funds to
finds out what might be the cause of the suspension of your payment.
I have gone through your reports from the committee in charge of
payment submitted to cbn management authorizing cbn not to pay you
However with the reports from the committees I have discovered that
with the government standard and its requirement I don't hope that you
can receive your funds from the Government procedures because the
position and the condition I met in your funds is un predictable,
I have seen it not wise that if you ever go through Government
procedure you must spend much money and time to get your fund release
so I don't advise you to go ahead with the Government way it will not
help you as your file have been dented and carrying a lot of
irregularities with this report from the committees I do advise you
not expect any Good result from the Government in regard of your
payment by the payment Government.
I wish you can listen to me very well and pay good attention to my
advise it will help you a lot in this regard, I must be very useful to
you and will help you to sell ideas to you and suggest to you the best
solution on the way for you to receive your payment without the
knowledge of the Government, it on sympathy basis that I will assist
you get your fund release to you The kind of help that I will be
rendering to you is that your fund will be transferred to your account
through my department on private dealings However if you are
interested and willing to get your fund through my department without
the knowledge of the Government get back to me immediately. And keep
it very secrecy.
