Hello, I am Miss Young. I received the following email. It is a socalled "Advance Fee Fraud" letter, where I am promised millions for my assistance. These stories are all lies, and if I respond, sooner or later I will be asked to pay a fee. If I pay, another fee will quickly come up, and it will continue that way until I give up or run out of money. I will never see the millions, because they never existed.

The Federal Government of Nigeria sincerely apologize to all genuine
government contractors / beneficiaries for the delay in payment of
longstanding debts. This is bent, mostly, on the quest by the
Presidency to unveil the mystery behind the longstanding debt owed to
contractors as noticed by the administration of Alhaji Umaru Musa
Yar'Adua, President, Federal Republic of Nigeria. Following continuous
investigation into this delay, it has come to the notice of the
Federal Government of Nigeria, the circumstances surrounding the
delays in payment of contractors which we bring to your notice;

GHOST CONTRACTOR: The ghost contractor syndrome in the foreign
contract system of the federal government has brought a lot of
disappointments to both contractors and the federal government. The
effect of this is the scam on government by a collaboration of Nigeria
government officials and foreigners. An act where more ghost
contractors are being slotted in the federal government contract
system and paid multi-million Dollars for ghost contracts and genuine
contractors of the federal government are left pending for years.
These funds they share between participants of the unlawful act. Some
times their foreign partners are known to have gone erstwhile with the
funds as soon as it is transferred into their accounts, double
crossing their Nigerian allies. And more so, most of these foreigners,
whose names were used in all the documentations of these unlawful
transactions end up being original ( "Untraceable" ) owners of these
funds as the offices of
their Nigeria government official counterparts expires at a four ( 4
) year tenure before a reshuffle / retirement of the members of
cabinet and its subs and sub-subs, which they fall on line, and they (
foreigners ) are left with no one to contend with hence they are bona
fide. Most ( over 70% ) have been paid. The federal government has
lost $86.9 Billion United States Dollars to this fraud.

EXPIRED DOCUMENTS: The resultant effect of the ghost contractor
syndrome is the expired documents of genuine government contractors
whose payments have been pending for years which led to the expiration
of their documents. The federal government is aware of the fact that
contractors being expectant of their payments for so long without
success could be fed up and will not find any need to renew their
documents since its not yielding any interest. This has caused
contractors to easily fall pray to fraudsters who offer helps to
deliver payments with intentions to dupe them of their money or hijack
their funds if connected to fraudulent government officials and
foreigners alike. This the federal government of Nigeria greatly
regret.

Based on this report, the Federal Government, in its reform process,
has made it mandatory that; All contractors be screened, one by one,
to stop further influx of ghost contractors to the system, especially
now that old contractors are to be paid to pave way for the award of
new contracts as agreed in the reform conference.

All contractors are mandated to be physically present for an interview
by the Contract Payment Review committee or have an approved Attorney
of the reform program stand in proxy for them, but will be at the
receiving end of the telephone for an online conference, except for
health reasons which attorney will testify to.
Contractors/beneficiary's will be expected to answer certain questions
on his / her contract which only he / she stands a better place as the
executor of contract. Attorneys are at your request. Fees to be paid
after remittance of fund except for logistics which is your
administrative cost.

Please be advised to abide by this directive of the Federal Government
of Nigeria in the recovery of your longstanding unpaid contract fund.
Be assured that as soon as all clearance is made, contractors short
listed will be paid within seventy two ( 72 ) banking hours
thereafter. Any contractor that does not meet the requirements of this
reform program will be regarded / suspected to be a ghost contractor
and fund labeled "GHOST CONTRACTOR FUND ( GCF )". This fund will be
returned to the federal government coffers account pending the
physical presence of fund owner who will have to usher the
verification team of this program through his / her work site where
the job for which claim(s) is / are made was executed, which we
believe he / she is conversant with. If you are a victim of the fire
disaster of the federal information block which destroyed several
vital documents of government, please indicate.

On notice of this, we cannot help but ask, Have you ever been in
Nigeria ?? This and a few other answers and prove will you furnish the
Payment Review Committee with in this verification exercise.

Following the influx of ghost contractors / beneficiaries into the
contract system, the Federal Government, in its effort to cub the
menace, insist "STERNLY" that all fund beneficiary's should contact

your contract details/ receiving banking information as was and is
still stated in the bid document of all government contracts. This is
as a measure to check ghosts for government and genuine government
contractors to be at par for effective reconciliation and balance of
outstanding debts. Only genuine beneficiary whose information on the
tally with their contract description will prove to show that your are
not one of the ghosts that made the list of genuine contractors.

The Federal Government of Nigeria warn that contractors defaulting
these directives of government will be totally responsible for their
actions.

The federal government continues to apologize to genuine non ghost
contractors for the delay in payments of their due funds.
