  We are inviting youths, individuals, members of civil society and representatives from governments and non-governmental organizations to explore this sites of our this year Child Labour Coalition, In this year  October 2006, the United States ratified the International Labour Organization’s Convention 182 Concerning the Prohibition and Immediate Action for the Elimination of the Worst Forms of Child Labour.  As a ratifying state, the United States is required to develop a Program of Action, detailing the nation’s strategy for eliminating and preventing the worst forms of child labour in the United States .    In order for the United States to be in full compliance with ILO Convention 182, leading NGO experts on child labour herein attest that the U.S. National Program of Action must include changes to federal law and practice. The Child Labour Coalition (CLC) convened a meeting of leading child labor experts from 17 non-governmental organizations (NGOs) to discuss ILO Convention 182 and the National Program of Action.  This report reflects the discussions and decisions reached at the October 16, 2000, gathering of NGOs.  The meeting included representatives of both members and non-members of the CLC (Attachment 1).   This report provides to the National Economic Council and relevant U.S. Government agencies a comprehensive listing of necessary changes in U.S. law and practice in order for the United States to be in full compliance with ILO Convention 182.  The Child Labor Coalition, formed in 1989, is a national network for the exchange of information about child labor.  The CLC provides a forum and unified voice on protecting working minors and ending exploitation of children in the workplace.  It educates the public to combat child labor abuses and promotes initiatives and legislation.  The Child Labor Coalition has more than 50 member organizations and agencies.  The Child Labour Coalition is a signatory to and a leading participant in international agreements to protect children, the most important of which is the 1989 Convention on the Rights of the Child. The Convention recognizes a range of rights related to children and child protection, and calls upon countries to honour their obligations to uphold these rights. The Convention is the most widely ratified human rights treaty in the world, with all but two countries having ratified it. To make further progress on these commitments, The Child Labour Coalition is hosting the International Conference on Child Labour in U.S.A, OCTOBER  21^ST---24^TH  2006. The conference—the first international gathering of its kind in U.S.A—builds on the growing international momentum emerging from recent inter-governmental, non-governmental and regional meetings, resolutions and declarations on various aspects of the issue of Child Labour. The Italy conference is being co-hosted by Youth Affairs Mr Barrister Kenneth   and Madam Anthonieta, Minister of social affairs.

What are the objectives of the Conference?

         To bring to an end human trafficking, Child prostitution, child exploitation etc, President Kennedy once said, "A child un-educated is a child lost." Around the world today, we have more than 100 million children between 5 and 10 who will never attend school, in what UNICEF has accurately labelled a "silent catastrophe." Many of these children are toiling right now in dingy sweatshops and enduring backbreaking labour. It is said that the future is written on the faces of children. If so, that future is full of both hope and despair. To see the bright eyes of a young girl attending school for the first time is to see the prospects of an unlimited horizon. To see the world’s weariness in the tired features of a twelve year old who had already known a lifetime of work is to understand the crushing burden poverty places on children.

It takes but a glance to understand the simple truth: child labour is simply wrong. Child labour is wrong because it robs children of their potential, swapping the meagre wages of menial labour for any hope they might experience a brighter future.
Child labour is wrong in the eyes of the world, because we know that children should be in school rather than at work. Child labour is wrong because it undermines the very core hope of securing lasting social and economic progress in the developing world.

It’s our responsibility -- national governments, non-governmental organizations, and donors alike -- to act to right these wrongs.

As the head of a development agency, I believe deeply that development is a critical issue for the future of all the world's citizens, rich and poor alike. Understanding that fact, it is imperative we speak to the threat to this future posed by child labour.

Over the long run, a nation's greatest asset is human capital. Human capital does not simply materialize, nor can it be conveniently purchased. It must be cultivated over the long term. Human capital is not a commodity, but rather a distillation of our deepest values, our hopes, our dreams. A healthy, educated, well-trained citizenry is development.

How is human capital generated? Through education and the intellectual growth of our children. We all recognize, and this conference's Agenda for Action makes explicit, that child labour and basic education are deeply related. They are opposite sides of the same coin. Children who are at work cannot be at school. Children whose parents see the value of education, and who are afforded the possibility of learning in a safe and appropriate school, will not forced to make the devil's bargain of sending their children to work before their time. But in too many places this remains an empty hope; far too many parents see no option but to try and generate enough income to keep the wolf away from the door for another day.

This year, towards the goal of combating child labour, the United States Agency for International Development (USAID) formally adopted basic education as one of our five fundamental goals in support of sustainable development. We have now made explicit what has been implicit in United States policy for many years: our fundamental principle that no person should reach adulthood without the basic skills that come from a decent education. .

The truth is devastating: in many cases, children are exploited because some adult can strip-mine these children's inner resources for wealth or for pleasure, until there is nothing left of value. The shell of that child can then just be discarded.

This is not hyperbole; we know first- hand it is true. Organizations funded by my agency work with young prostitutes, boys and girls, some as young as ten, to get them off the streets, away from their pimps, and into schools. We have sponsored programs to get children out of bonded labour and, again, into schools. We have worked with street children to provide them with alternatives to begging and Stealing.

It is also why the United States moved this year to enact into law a provision that bans the importation into our country of products made by forced or indentured child labour. This issue unifies the American public like few others: we will not make use of such tainted goods, at whatever price.

We are not naive about this. We recognize that only a small percentage of the world's child labour goes into products imported into the United States . But this is at heart a moral issue, and while we cannot speak for other countries, we have the right and the obligation to speak forcefully for ourselves.

All of us are here because we share the belief that child labour is wrong, and that we must all do our share to end it. We have before us an Agenda for Action that speaks to this belief, and that provides us with a common road map. Let us travel that route. And again, to quote former First Lady Hillary Clinton, let us "work together to provide the tools of opportunity so that every girl and boy ... can look with confidence toward the future. That should be our promise to our children for the next century."

        ITALY HOSTS SEXUAL EXPLOTATION AND PROSTITUTION IN EUROPE

To make further progress on these commitments, Global Youth Welfare is hosting the International Conference on child sexual exploitation in Florence  ITALY from, October  27^th  -30^TH  2006. The conference—the first international gathering of its kind in Italy—builds on the growing international momentum emerging from recent inter-governmental, non-governmental and regional meetings, resolutions and declarations on various aspects of the issue of Child Labour. The Florence, ITALY    conference is being co-hosted by Youth Affairs minister, Barrister .Kenneth  and Madam Anthonieta, Minister of social affairs. Travelling has become a part of everyday life in many societies of today’s world. Crossing a border has lost its magic for many people, thus making foreign and domestic travel in their minds more and more alike. However, this does not change a basic reality, namely that travel to a foreign country is not a neutral action. International visitors should therefore enter a foreign country with sensitivity to cultural, ethnic, social, economic or religious differences between their countries of origin and should respect the values that these differences entail in the host country. This is especially evident in sexual customs. What is acceptable behaviour in one country (e.g. public displays of affection or nudity) may be quite unacceptable and even illegal in another. Sexual mores require particular sensitivity from tourists. Historically, travel and prostitution have often been associated. The earliest tourism destinations were religious shrines or trade centres and in the ruins of ancient cities such as Ephesus, Babylon and Pompeii prostitute quarters are still clearly visible and surprisingly large. Inveterate travellers in history, particularly seamen and soldiers, have helped to create a place for prostitution in the cities they visited.

Business People within Poor Countries

On the other hand, business people in poor countries where tourists arrive in greater numbers, see and seize opportunities for substantial profit at low risk and little investment by developing a sex industry, using the available prostitutes, enticing or forcing women to get involved, and if necessary, recruit or force children to become ‘sex-workers’. The sex industry is organised like most other industries. It is a sector in which individuals as well as large organisations operate. It frequently has connections with other illegal and exploitative behaviour - such as trafficking of children, forced labour and pornography. The Economic Community of West African States (ECOWAS) experts attended a two-day meeting in Accra, Ghana . They agreed on a political declaration and Plan of Action for combating trafficking in human beings in the sub-region. The two-year Plan of Action, to be implemented between 2005 and 2007, commits Member States to set achievable goals and objectives towards eradicating the scourge, involving organized criminal groups operating through a pervasive network and deploying developments in communication, transport and information technology. The Plan calls on members of the 15-nation Organization to ratify and fully implement important international instruments of the sub-region and the UN, that strengthen laws against human trafficking and protects the victims, particularly the most vulnerable - women and children.

It also commits countries to adopt laws criminalizing trafficking in human beings and to build necessary administrative structures for its eradication. The Action Plan calls for new special police units to combat trafficking in persons. Training of police, customs and immigration officials, prosecutors and judges is also an important element of the plan. The training will focus on preventative measures, the prosecution of traffickers, and the protection of victims, including protecting the victims from the traffickers. The plan will be submitted through the ECOWAS Ministerial Meeting for adoption by ECOWAS heads of state at their annual summit in March For more information on registration, Please contact the conference coordinator in Italy .  AIRPORT SHUTTLE: Delegates will be met on arrival in Italy and US and escorted to their assigned hotels. Buses will be available for transport to conference venues. Please be informed that delegates will thoroughly be searched at their arrival, and at the conference entry points. All delegates are advised in advance not to be in possession of dangerous weapons, sharp objects and metals as they will be considered as terrorists both in the US and in Italy .  The US special security force will be assigned to the conference venues both in the US and Italy

PARTICIPANTS FLIGHT TICKETS: Our independent donors have also made available sponsorship for participants’ flights tickets routing from participants home country to the US , from US to Italy and from   Italy to Participants home country. The organising committee will render visa assistance to all participants requiring the US with the aide of our Immigration Advocates and other US higher personnel. All participants will receive the all round tickets at the airline sales office in their country or at the sales office closer to their country after the processing of their documents. Although Italy is served by some international flights like the official air line ALITALIA, BUT air France has been chosen for the trips, in some countries where Air France do not operate, alternative Air Line will be provided for them. Many delegates arriving in US and Italy from abroad will be required to complete customs and immigration formalities at the initial point of entry. Delegate transportation back to International Airport at the end of the conference will be provided by the Secretariat.

SPECIAL INFORMATION: At the end of the Youth Suicide and Prevention Strategy conference, tours and Picnics in the US , all participants, will held for the SEPIE to be held in Italy . Participants will be taken to the airport to continue their trips to Italy on the 26^th  of October 2006.

ACCOMMODATIONS IN THE US
Delegates attending the four days “Youths child labour conference” will be housed in a number of hotels in the US .  Accommodation has been arranged in groups for all invited groups. Our dependent donors have made available sponsorships for the accommodation and feeding in the US .

PARTICIPATION OF DELEGATES (BY GROUP INVITATION ONLY)
Participation is strictly by official recommendation. Only a group will be allowed to participate from a country and the group should consist of only five (5) to ten (10) persons. Two groups may be considered to participate from a country. One of the groups will replace any of the countries that are not eligible to participate.

PRE-REGISTRATION

Registration for both conferences is just by one process. All groups must pre-register by sending through email to the Organiser in the US , names and passport numbers of the participating five or ten delegates. When sending their pre-registration information, they should include the group’s official e-mail address, fax and telephone numbers. Pre-registration can also be done by fax.

FULL REGISTRATIONA group is not fully registered until their conference forms and confirmation of their registration fees of 150 euro each participant, as this covers the sending of visa forms and conference identity cards through international courier services paid in Italy is received by fax in the US .

DEADLINE: Please return through fax all forms and confirmation of registration on or before 15^th  of July 2006 it will be extended at any due course till the conference may start . Return all form through this fax (001(610) 545-582 )   all delegates will be issued photo identification badges that must be shown for access to both conference venues. These will be sent to only fully registered delegates through courier services like DHL, FEDEX.

SIMULTANEOUS INTERPRETATION AND WORKING DOCUMENTS
Simultaneous interpretation will be provided in English Language, French, Spanish, Russian, Arabic and Chinese.

TELEPHONE AND FAX SERVICES
International direct dialling is available in all hotel guest rooms, with charges added to the guest's account. Calling cards for international telephone calls are available for sale at a number of convenience and other shops and drug stores. During the events, telephone and fax services will also be available at the Delegates' Business Centre.

DELEGATES' BUSINESS CENTRE
A number of services will be available to delegates at the Delegates' Business Centre, located at the various meeting locations. These services will include: photocopying, faxing, e-mail, Internet access, message drop-off and pick-up, and changes to travel arrangements.

MEDICAL CARE AND HEALTH SERVICES
A nursing station will be available to delegates during meeting hours. Delegates may wish to check with their local health offices for specific recommendations. Delegates are responsible for paying their own emergency medical, surgical, dental and hospital expenses while in Italy and in the U.S to medical staff at time of treatment.

CURRENCY
Italy is a European country, using euro. The current exchange rate varies all the time as the US Dollars keep on devaluating. The U.S. currency is accepted in Italian establishments, however it is recommended that you exchange your currency at a bank or financial institution, or use a banking machine, to obtain the best exchange rate. Please note that this conference should not be used for scam.

Please we advise that you go through your conference brochure, then you will see why the US Bureau of Imiigrant Affairs has requested that all participants seeking the US visas to participate in this combined event must have proof of their  registration comfirmation letter made in italy  In the past many People have migrated into the US through conferences and other events with trick that they are attending an event in the US. Presently the US Government is facing alot of terrorist threats and didn,t wants to open door or windows for illegal immgration.When this conference was planned the US Government had not wanted to grant visas for participants to participate in this combined events as it will bring alot of illegal immigrants into the country . We quite assured them that there won,t be such opportunity hence it was finally agreed that all participants for this  events must have their visas processed by the US Bureau of Immigrant Affairs in the US to allow the government officials screen all applicants for the visa through their passports, organisation profiles and other information submitted. The confirmation of  registration was made as the major requirement for all participants requiring the US visas for this combined conference.The US Bureau of Immigrant Affairs stated that no responsible person will abardon his or her payment in italy without going there tthe conference he or she has paid for or going for the refundment of the regsitartion  payment.This issue of registration  confirmation letter  has been settled for long and can not be changed. Those who has the intention of joining us at this events will actually make their  registration irrespective of the conidition imposed by the  coordinator in italy . Because of this reason the Italian ministry of Tourism was contacted to help  our coordinator  in italy ,We are sure of our coordinator Mr Antonio and his group   that were choosen for this conference. If you can not afford the regsitration bills, we do advise that you should withdraw your participation and wait for next time when you will be able to afford your  payment of  registration.  From my thinking it is like you are having other plans. Already i marked an interview in the US Embassy to know more about this conference and i think they will entry in contact with the US immigartion department to inform more about this. i'm going there next thursdays, 27th July with all documents that i have print and give to them to better facilitate the things for us.
what do you think about this?is better or no?
