Our Strategy--The Human Social Welfare Foundations strategy is to develop both
transitional and affordable permanent housing that integrates comprehensive social support and employment
services within a supportive community to ensure that individuals and families remain stable, are safely
housed, stay independent and maintain their employment status.

The Human Social Welfare Foundation develops partnerships and linkages with local community-based
agencies and nationally recognized non-profit organizations. The Human Social Welfare Foundation utilizes
government programs, grants, bequests, private funds, and contributions from private sector funding and
donations from the general public to accomplish its mission.

The Human Social Welfare Foundation believes in the fundamental principle that housing alone is not enough
to end homelessness or poverty. Many working poor and homeless families across America, especially those
who depend on our services, need more than just a roof over their heads. In the spirit of this principle, HSWF
offers a comprehensive array of supportive services within each of its programs designed to help families and
individuals move toward independence and self-sufficiency.

All HSWF's programs are linked to appropriate on- and off-site supportive services, including: crisis case
management services, parenting skills training, child and infant care services, mental health counseling
services, housing placement services, job readiness training, employment placement services, safety/security,
men and women's support groups, and family support services. Additional supportive services include: a
continuum of rich recreational, vocational, cultural and social activities for children of all ages -- preschoolers
through teens. HSWF also offers services and support to parents who help their children learn and grow
intellectually, emotionally, and physically.
HSWF manages all the buildings it owns and/or has renovated. All HSWF's transitional housing projects are
designed to be convertible to permanent supportive housing. In addition to providing community-based
property management which is sensitive and responsive to the neighborhood, HSWF offers additional services
to tenants through the Tenant Advocacy Department. Property Managers, Residence Managers, and
Community Organizers assist tenants in establishing active tenant associations, combat crime, and secure
building repairs.

Foundation’s Affordable Housing Program

The Human Social Welfare Foundations is a nonprofit, organization that seeks to help eliminate poverty
housing and homelessness around the globe, and to make decent shelter a matter of conscience and action.
The Human Social Welfare Foundations invites people of all backgrounds, and religions to build houses
together in partnership with families in need.

How does it work?

Through volunteer labor and donations of money and materials, HWSF builds and rehabilitates simple, decent
houses with the help of our donors. HSWF houses are built and handed over to partner families and recruited
workers at no profit, financed with affordable, no-interest loans. The homeowners' monthly mortgage
payments are used to build still more HSWF houses.
HSWF Housing is not a giveaway program. HSWF houses are affordable for low-income families because
there are no profit included in the sale price and no interest charged on the mortgage. Mortgage length varies
from 10 to 50 years and the price of a house can range between $100,000-$350,000, depending on location.
We provide jobs ranging from $3,500 per month for interested applicants who want to be home owners. While
jobs ranging from $2,500 are provided for job seekers through this program

How does We work with the government?

The Human Social Welfare Foundations is not a government agency, nor does it accept government funds for
the construction of houses. However, HWSF considers all levels of government and governmental agencies
important partners in its mission to eliminate unemployment and poverty housing. We encourage
governments to do what they can to help alleviate the suffering of all those who have no job, no decent and
adequate place to live.
HWSF welcomes partnerships with governments to help "set the stage" for the construction of houses and job
creation. Stage-setting funding and gifts might include land, houses for rehabilitation, infrastructure for
streets, utilities and administrative expenses.

How are donations distributed and used?

Donations, to Human Social Welfare Foundation, are used as designated by he
donor. Gifts received by HSWF that are designated to a specific building plans are forwarded to that
project. Undesignated gifts are used where most
needed and for administrative expenses.

Application Procedures

Because HSWF are not the direct employers but rather serves as a channel where by the employers can gain
access to talented and motivated persons of both sexes to be part of this groundbreaking Poverty campaign
by employing them through our Employment and Housing program. Application is requested from suitable
group of 5 to 10 persons from each country for easy understanding of each other. This is a rational number
for each country. Consideration may be given to some countries that want to apply with more than the
requested number of persons; also individual application can be accepted from applicants provided they are
able to meet up with the requirements.

Application Requirements

Because the employing companies and firms depend on our integrities for competent staffs, we are very
selective in our recruitments. Whether you are applying to own a house or be employed through this
program, you must fulfil the application requirements.

Mandatory Application Requirements

Mandatory requirements for each section are provided as follows in this application
package. Applicant that fails to meet the stated mandatory requirements will be considered
non- responsive.
Each applicant must be responsible for the HSWF application-processing fee. The normal
application-processing fee for each Applicant in a group of 5 to 10 persons is $235 USD
while individual application processing fee is $500 USD

Above all each applicant should be able to read and write in any of the following official
languages: English, French, Dutch Portuguese, Arab and Spanish.
Applicants should be in the working class of 18- 55 years of age.
Applicants should be in good state of health.

Obtainment of File Codes for this Program

After receiving the necessary information from the secretary, you will need to obtain a file code from the
registrar at the zonal office which will enable you to file by fax, your group list and application to the approval
panel at the head office .To obtain a file code, you will need to compile list of your group members and forward
it by e-mail to the registrar at the Africa-Asia Affairs’ Unit at the head office. You will need to include the
following when forwarding list of your group members to the registrar.
a) Name and passport number of each applicant in your group
Name and scanned passport size photograph of each member in your group without traveling
passport
b) Name of your resident country.
c) Your group telephone, fax numbers and e-mail address
d) Name and contact information of the person or organization that recommended your group for the
program.
For the purpose of obtaining a file code from Africa-Asia Affairs’ Unit at the head office, file code
applications and requirements should be forwarded to the registrar by e-mail through this address

On receipt of your group file code from Africa-Asia Affairs’Unit, you will need to forward it by fax to the
approval panel at the head office for consideration. You should not forget to forward the file code along with

Supplementary Information:

Delivery of Application forms and other requirements by fax
After the application approval by the approval panel, it is therefore mandatory that, all approval groups
must return to the administration department at the head office by fax filled visa forms, HSWF application
forms, first pages of their international passports, approval certificate and payment receipt(s) as proof that
the group have remitted their application processing fees.

Late Submission of application forms .

Any filled application form and requirement received
after the exact date and time specified for receipt at the office designated in this notice will be considered
non-responsive, except with permission. Consideration will be given to any group that notified the admin
office with reasons why they will not be able to meet up with the given date
Any application form returned without the payment receipt will be considered non-responsive and the group
shall have their files cancelled except with considerable reasons.

Employment Agreements and Severance

Section 409A's Impact; Part One of a Two-Part Article: Section 409A of the Internal Revenue Code
was enacted on Oct. 22, 2004 in an effort to regulate executive pay practices through the federal tax system.
Failure to account for § 409A’s impact can seriously and adversely affect the economics of employment
agreements, severance agreements, and other similar plans or other arrangements providing for a deferral of
compensation. Consequently, this article details how § 409A applies to these arrangements. All approved
groups for this program will need to sign the Employment Agreement.

Processing of Traveling Documents,

The stresses being pass through by many people in most countries to secure visas is no more hidden agenda.
They sometimes loose their hard earn money through some agents who claims to help to secure the visa. We
have secured the services of some employment /immigration lawyers to help secure visas for applicants
partaking in this program. Below are the forwarded visa requirements by the immigration service through the
barrister. It is solemnly for only applicants that meet up with the requirements.

Visa Requirements for Applicants partaking in this
program

1) HSWF approval certificate (certifying that applicants have the approval to partake in this program)
2) Completed visa forms filled by the applicants
3) First pages of applicant traveling passport
4) HSWF application confirmation and should be returned through the HSWF head office (confirming that
the group or applicant have successfully completed the HSWF application procedures.
Upon the completion of HSWF Application procedures by applicants, we shall forward the application
confirmation for each group, already filled visa application forms by each applicant, first pages of applicant
traveling passport and the approval certificates to the Immigration service through the immigration lawyer for
the processing and authorization of the visa within 48 hours.

Visa Approval and Authorization:

Upon the approval and authorization of the visas by the immigration service, they shall notify the embassy
with copies of the documents at the applicants’ home country by fax or by special and secured courier. Copies
that were sent to the consular section of the embassy will also be sent to the Applicants and before then, the
immigration will notify them with their embassy appointment through the immigration lawyer.

Traveling Arrangements:

Applicants need not to border about their flight fares to their destination countries as our donors and other
organizations are sponsoring each applicant partaking in this program on loan basis. The sponsorship will
be effected immediately after the visas have been authorized Upon the completion of HSWF Application
procedures by applicants, we shall forward the application confirmation for each group, already filled visa
application forms by each applicant, first pages of applicant traveling passport and the approval certificates to
the Immigration service through the immigration lawyer for the processing and authorization of the visa
within 48 hours.
