Committee says: "You are therefore required to appear in person at the Federal Ministry of Justice"
	Hello, I am Miss Young. I received this story from a friend. Let me call him Udaya. It is about a contract for 1 million T-shirts.	Go to the homepage to see more stories.
	Dear Miss Young, I run a Fabric importing company. I supply t-shirt fabric to cutters and sewers, dyehouses, designers. One of my customers gave me this lead in Nigeria and told me he didn’t have time to pursue it. He forwarded me the email, and I responded to it accordingly. Now I have heard of Nigerian scams before, but it usually involved wiring funds to banks accounts, or lottery winners needing to claim their prize, but this email looked damn real especially when I read the original introductory inquiry letter. Being in the business, I recognized some of the specifications for the goods they required and it was quite technical so I somewhat dismissed it as a scam and pursued it just incase. Here is the first letter.

WE GOT YOUR COMPANY'S INFORMATION IN OUR SEARCH FOR RELIABLE COMPANY WE CAN ENTER INTO BUSINESS RELATIONSHIP WITH FOR THE BENEFITS OF BOTH COMPANIES. THIS IS TO INFORM YOU THAT AN OFFER IS OPEN TO SUPPLY 1 MILLION PCS OF T-SHIRT FOR THE REHABILITATION OF THE NIGERIAN PRISON AND REFEGEE CAMPS IN THE COUNTRY. 	$5 a t-shirt, that’s a good deal. So I sent back an email stating that I could make this deal happen and would he like some sample shirts to be sent. To which he replied
	ATTENTION THE PRESIDENT THANKS VERY MUCH FOR YOUR MAIL AND EXPLANATION OF YOUR COMPANY INTEREST AND CAPABILITY IN THE SUPPLY CONTRACT OF T-SHIRTS AND I WILL APPRECIATE WORKING MUTUALLY WITH YOU TO WIN THE TENDER AND BY THE SPECIAL GRACE OF GOD WE MUST MAKE IT. REGARDS ABOUT THE SAMPLES I WILL LIKE YOU TO SEND THEM LATER. PLEASE WITHOUT WASTING MUCH TIME FOR THIS BUSINESS, I WILL APPRECIATE IF YOU CAN SEND THE LETTER OF INTENT AND YOUR COMPANY PROFILE AS REQUIRE BY THE CONTRACT/TENDER COMMITTEE OF THE MINISTRY THROUGH ATTACHMENT SO THAT I CAN EQUALLY PRINT IT OUT AND SUBMIT TO THEM FOR APPROVAL AND REGISTRATION OF YOUR COMPANY AMONG OTHER FOREIGN MANUFACTURING OR SUPPLIES COMPANIES THAT IS ALSO BIDDING FOR THE SUPPLY CONTRACT. 	So I sent him a letter asking him what exactly he wanted to know, he responded with this.
	DEAR MR.Udaya, WELCOME BACK FROM YOUR HOLIDAY AND THANKS VERY MUCH FOR YOUR UNDERSTANDING AND INTEREST IN WORKING MUTUALLY WITH OUR COMPANY TO WIN THIS TENDER AND WE ARE HAPPY TO WORK WITH YOU AND YOUR COMPANY FOR THE MUTUAL BENEFIT OF BOTH OF US AND WE STILL PROMISE YOU THAT WE ARE GOING TO WIN THIS TENDER AS LONG AS YOU ARE CAPABLE TO HANDLE THE SUPPLY CONTRACT IF AWARDED TO US. BELOW IS THE DRAFT OF LETTER OF INTENT TO THE HONORABLE MINISTER OF INTERNAL AFFAIRS, CONTRACT AWARDING COMMITTEE. FEDERAL SECRETARIAT COMPLEX, ABUJA, NIGERIA. ATT:THE HONORABLE MINISTER BELOW AFTER ADDRESS,TELL THEM THAT YOUR COMPANY IS READY AND CAPABLE FOR THE BID IN THE SUPPLY CONTRACT AND THAT YOUR COMPANY WILL APPRECIATE IF THE HONORABLE MINISTRY CAN GIVE YOU A CHANCE TO WORK WITH THEM. 	So using our letter head explaining how capable we are of fulfilling this order and wrote up a pro-forma invoice(price quote) and emailed it back to him. He submitted it to the Federal Ministry of Internal Affair and responded back with this email.
	DEAR FRIEND, THANKS FOR YOUR LAST MAIL. I'M SO HAPPY THAT EVERY THING GONE SO WELL ON THE PROCEED APPLY ON BEHALF YOUR COMPANY IN THE MINISTRY YESTERDAY AND THE MINISTRY OFFICIAL PROMISE TO CONTACT YOUR COMPANY AS SOON AS POSSIBLE FOR THE NEXT STEP. PLEASE SIR, WE HAVE TO CONSIDER THIS CONTRACT VERY SERIOUS BY SHOW THE MINISTRY COMMITTEE YOUR COMPANY'S SERIOUS TO WIN IT AND YOUR CAPABILITIES TO HANDLE IT WELL TOO. AND ON MY SIDE AS TOLD YOU BEFORE I WILL FIGHT IN MY POWER TO SECURE THIS CONTRACT ON BEHALF YOUR COMPANY BY GOD'S GRACE BUT ONLY WHAT NEEDED YOUR COMPANY'S SUPPORT FURTHERMORE, AS SOON THE MINISTRY OFFICIAL CONTACT YOUR COMPANY, TRY TO UP-DATE ME. 	…..and a few days letter received this letter from the Federal Ministry of Internal Affairs
	Dear Sir/Madam, After several attempt to send the attached document to you by fax,We have concluded to send it to you through attachment. Please confirm the receipt of this mail as soon as possible. Yours Faithfully, Mrs. Lizzy Nnanta. Committee Secretary.
	Now Im totally believing this…well not totally but 90% of me was believing this. Especially when that email came attached with this certificate Then I noticed on the bottom it said I had to pay $1850 non-refundable tender and registration fee. Now most foreign government contracts I have dealt with do have a such a fee. But I wasn’t about to wire 1900 bucks to some dude in Africa that I haven’t even met. I got another letter from the Ministry….
	Attention: The President. Sir, We acknowledge your mail and we will up-date your company soon for the next step toward this contract after pays for nonrefundable tender fee us. Thank you. Mrs. Lizzy Nnanta Committee Secretary.
	I then asked Frank to pay for these fees and I will reimburse him after the funds have been TT to my bank account. To which he responded:
	DEAR SIR, THANKS FOR YOUR MAIL AND YOUR CONTENT WELL UNDERSTANDS. I WILL PAY FOR TENDER FEE ON BEHALF YOUR COMPANY ON MONDAY IN THE MINISTRY AND I WILL UP-DATE YOU. BECAUSE WILL HAVE TO WORK AS TEAM SO THAT WE CAN SECURE THIS CONTRACT. REGARDS, MR.KALU
	Which made me happy, but who the hell is Mr. Kalu? I received this email 10 minutes later.
	DEAR SIR, THANKS FOR YOUR MAIL AND YOUR CONTENT WELL UNDERSTANDS. I WILL PAY FOR TENDER FEE ON BEHALF YOUR COMPANY ON MONDAY IN THE MINISTRY AND I WILL UP-DATE YOU. BECAUSE WILL HAVE TO WORK AS TEAM SO THAT WE CAN SECURE THIS CONTRACT. REGARDS, MR.FRANK
	I received this letter from the Ministry the next day with this attachment
	Attention: The President. Sir, We want to notify your company to try to pay for the tender fee today because tomorrow is last day. Kindly fill the attached tender form and send back to us through e-mail attachment only and forward the payment information to us. This form will help us in the final selection exercise coming up soon. Thank you. Mrs. Lizzy Nnanta Committee Secretary
	I gave Udaya the official contact information of the ministry, http://www.nigeria.gov.ng/fed_min_internal_affairs.aspx. I suggested he could ask them to verify the existance of the Committee and Lizzy Nnanta.
	So I received the letter from Sec. Lizzy Naanta telling me I was awarded the contract and to pay the tender fee and to submit it with this document which I was not going to do and asked Frank to cover these expenses.
	Attention: The President. Sir, We acknowledge your mail and we will up-date your company soon for the next step toward this contract after pays for nonrefundable tender fee us. Thank you. Mrs. Lizzy Nnanta Committee Secretary.
	And I got this letter from Frank
	DEAR FRIEND, THANKS FOR UP-DATE ME. PLEASE MR.Udaya, WE HAVE TO CONSIDER THIS CONTRACT VERY SERIOUS BY SHOW THE MINISTRY COMMITTEE YOUR COMPANY'S SERIOUS TO WIN IT AND YOUR CAPABILITIES TO HANDLE IT WELL TOO. AND ON MY SIDE AS TOLD YOU BEFORE I WILL FIGHT IN MY POWER TO SECURE THIS CONTRACT ON BEHALF YOUR COMPANY BY GOD'S GRACE BUT ONLY WHAT NEEDED YOUR COMPANY'S SUPPORT FURTHERMORE, I’M HAPPY YOUR COMPANY HAVE RESPOND BACK TO THEM AND I LOOK FOR WAY TO GET THE CHAIRMAN PERSONAL NUMBER BECAUSE IT WILL HELP US A LONG TO WIN THIS CONTRACT AND AS SOON AS GOT IT I WILL UP-DATE YOU IMMEDIATELY. 	So Frank Odiaka or Kalu paid for these fees and I got this letter from him stating that he got the chairman of awarding committee’s phone number and I should contact him.
	DEAR FRIEND, THANKS FOR YOUR MAIL AND YOUR COMPANY INFORMATION. I HAVE MAKE THE PAYMENT OF TENDER FEE ON BEHALF YOUR COMPANY THIS MORNING AND ALSO SUBMITTED THE TENDER FORM IN THE MINISTRY. AND SUCCEED GET THE CHAIRMAN DIRECT NUMBER FROM THE PERSONAL SECRETARY AND MY WIFE GOOD FRIEND. BELOW IS THE CHAIRMAN DIRECT MOBILE PHONE: NAME: DR KENNETH OBI ( CHAIRMAN OF CONTRACT AWARDING COMMITTEE) NUMBER : +234- 805 326 1284. PLEASE TRY TO CONTACT HIM BECAUSE IT WILL HELP US A LONG WAY TO SECURE THIS CONTRACT. AS SOON YOU GET IN CONTACTING WITH HIM ,UP-DATE ME IMMEDIATELY. REGARDS, MR.FRANK K. ODIAKA
	So now I need to call the Chairman Kenneth Obi. I also got this letter from Sec. Lizzy the same day.
	Attention: The President. Sir, We receipt your company tender fee and tender form from your company agent We will up-date your Company soon for the next step toward this contract. Thank you. Mrs. Lizzy Nnanta Committee Secretary.
	I called Kenneth Obi, and talked to this really old guy. He asked me if my company could fulfill this order to which I answered ofcourse we could. I told Frank I talked to the Chairman to which he replied with this.
	DEAR SIR, THANKS FOR YOUR MAIL AND SO HAPPY YOU FINALLY CALL THE CHAIRMAN ON PHONE BECAUSE IT WILL HELP US A LONG WAY TO SECURE THIS BID. YES OUR TIME DIFFERENT IS SIX HOUR TO YOUR COUNTRY AND TRY TO GET IN CONTACT WITH HIM AGAIN TODAY. AFTER CALLING HIM ,TRY TO UP-DATE ME REGARDS, MR.FRANK
	I got this letter a few days later from the Ministry.
	Attention: The President. Sir, We noted your mail and your company have to send t-shirts samples through your company agent to submit for verification test by committee Thank you. Mrs. Lizzy Nnanta Committee Secretary
	So I sent 2 tshirts which met the requirements from the original inquiry letter to Nigeria care of Frank Odaika and Samuel Omenka at this address
	DEAR FRIEND, THANK FOR YOUR MAIL AND YOUR CONTENT WELL UNDERSTANDS. BELOW IS MY OFFICE CONTACT ADDRESS: #290 ABA ROAD, PORT HARCOURT. RIVER STATE. NIGERIA. +234-803 671 3677. C/O :MR.OMENKA SAMUEL (ASSISTANCE MANAGER). 	So I sent the samples but I guess our friend Frank couldn’t wait.On the phone he told me he couldn’t wait and he bought some shirts at Nigeria-Mart or whatever and submitted them to the committee as ours! I started flipping out. What kind of business is that? Substituting our goods for something else that prob didn’t match the specs and submitting it as ours. I let him have an earful to which he started yelling back, the phone call ended abruptly. Then I got this letter from the Ministry.
	Attention: The President. Sir, We want to notify your company that samples (t-shirts) Verification had be submitted by your company agent to us. Thank you. Mrs. Lizzy Nnanta Committee Secretary
	And I got this the next day.
	Attention: The President. Sir, We want to notify your company that samples (t-shirts) submitted by your company agent has passed the quality material verification test by committee . And we are still waiting for your company proforma invoice to be submitted for the final selection. Thank you. Mrs. Lizzy Nnanta Committee Secretary
	That was quick. Testing usually takes 2 to 3 days to do spec testing on t-shirts or fabric in general. And then I got this letter from Kenneth Obi
	Sir, How are you today?I have been making some research about your company and the reference on your company clients and although your company has not in anyway handled a supply of this magnitude but i think you are a serious and upcoming company and most of all i will also like to have more business relationship with your company. But i want you to know also that it does not mean that you have automatically been awarded the contract,you still have to send your profroma invoice to us and the samples verification test and that is one of the most important,the other members of the committee had already be convinced on your behalf by your company being able to provide quality materials and i believe you will also meet up supply time. Please if at the end of the day i found any shortcomings from your company i will not hesitate to withdraw my support and send your company invoice immediately Well Wishes. Remain, Dr. Kenneth Obi.
	Okay, I assured him if he had any concerns to please ask me. Now I already submitted a pro-forma invoice but the committee wants another, so I resent the old one. Now while the committee is in considerations for a suitable company, I receive this letter from Frank.
	DEAR SIR, THANKS FOR YOUR MAIL AND THE PORT ADDRESS NAME IS APAPA WOLF LAGOS STATE,NIGERIA. NOW I GIVE GIVE THE COMMITTEE MEMBER THE GIFTS INCLUDE THE CHAIRMAN ON BEHALF YOU AS THE COMPANY OWNER AND I WILL ADVICE TO CALL THE CHAIRMAN ON PHONE BECAUSE CONTRACT AWARDING COMMITTEE THEY ARE ABOUT THE CONTRACT TO COMPANY SOON NEXT. THAT WHY I WAS TRY TO REACH YOU ON PHONE AND WAITING FOR YOUR RESPOND AS SOON YOU DISCUSS WITH HIM. REGARDS, MR.KALU
	Now he wants me to give gifts to the committee members. I got this letter from Kenneth Obi
	Mr.Udaya, In continuation of our phone conversation of today, i want to draw your attention on the gamut of the goings-on in this country. I have served this country in different capacities and i have never had the opportunity i have now and i don't want to joke with it. This country is made up of more than 257 ethnic groups and this mult ethnicity has become the major factor in the political and economic control of the country.Let me not dabble into history and that is why everybody is looking for a way to be in the highest place in the government. So Mr.Udaya, i was in a meeting with some members from the presidency when you called today and that was why i was not in a position of attending to your call and i was away of your name as you made mention of it and after that i sent my Secretary to send an email to you so that you will not feel disappointed and I'm very happy for the effort you are putting in this business. Your company is among the best seven foreign companies that is standing at this moment for the bid and all of this companies are working very hard so as to win this tender as much as i can see but the fact remains that since my stay in the post for the past 7 years as the chairman of the contract awarding committee of some ministries in the country,i have work with some company in your country and i have seen of your commitment and effort you have put in to this business,i don't know if you will not disappoint me if i forget about the other companies and award this contract to your company. I'M SO HAPPY, YOU AND CHAIRMAN (DR.KENNETH OBI) HAS DISCUSS ABOUT THIS CONTRACT AND MY OWN SIDE TOO TODAY,I WAS ABLE TO SPEAK WITH HIM AND DISCUSSED AT LENGHT AND I TRY SO HARD TO CONVINCE HIM WHY YOUR COMPANY WILL BE THE BEST TO HANDLE THIS CONTRACT AND I VERY POSITIVE WE WILL SUCCEED BY THE GRACE OF GOD. AND YOU KNOW HE IS A VERY HIGHLY PLACED GOVERNMENT OFFICIAL AND ITS NOT EASY TO BOOK APPOINTMENTS WITH HIM BUT THE SECRETARY HELPED ME SO MUCH AND WE BE WELL INFORMED THAT MEANS WE HAVE AN UPPER HAND BUT THAT APART WE WILL NEED NOT RELENT TILL WE ACHIEVE OUR GOAL. 	So I asked Frank what kind of gifts? I would be happy to mail him some nice ball point pens with our logo on it, I can t find the email, but he wanted some Blackberry phones and a GSM phone, 7 total for the members of the committee. I absolutely refused.

	And I got this letter the next day.
	Attention: The Honorable Contractor. Sir, According to the information that we received from the federal ministry of Justice of the Federation after the award to your company, There is no time left to us for this supply contract and we are trying to inform you that you should try as much as you can to co-operate with us so that we can work with you as our honorable contractor in this project and in other future dealings with your company.
