Dear Sir,
I am Sergeant Paul Mensah, a Ghanaian soldier and one of the presidential
guards to the present Ghanaian President, Mr. John Kuffour. I have served
in the Ghanaian Army for 18 years and I come from the same region with
the former Ghanaian President, Flight Lieutnant Jerry Rawlings (Rtd).
You may be aware of the fact that Mr. Jerry Rawlings has fallen out
of favour with the present Ghanaian President, Mr. John Kuffour due
to the suspicion of the latter that Mr. Jerry Rawlings is making surreptitious
moves to topple his government through a military coup. This frosty
relationship between the duo has led to the victimization of all serving
military officers suspected to be loyal to or who hail fiom the same
region with Mr. Jerry Rawlings. Hence, I have not received any promotion
in the last 8 years even though my colleagues from the other regions
of Ghana have received between two or three or four promotions individually.
The fact that I no longer have any prospect in the Ghanaian Army coupled
with my frustration with the system compelled me to break into the President's
(Mr. John Kuffour) bedroom with the help of two equally frustrated colleagues
and removed the sum of US$21 million
packed in three cartons of US$7 million per carton. This incident took
place recently.
Now I have a sister who lives in Netherland with her husband. With
the help of a friend attached to a private courier firm operating in
Ghana, I consigned the three cartons containing the US$21 million to
my sister's address in Netherland. The money was neatly packed in the
cartons and my friend who works in the courier firm in Ghana does not
know the content of the cartons. Having sent out the cartons through
the courier firm, I decided to escape to a neighbouring country called
Republic of Benin from where I travelled to London. Due to the stringent
foreign exchange regulation, I was not allowed to leave Republic of
Benin with a physical cash more than US$3,000. I have also contacted
the courier firm in Amsterdam, Netherland and have received confirmation
that the cartons have arrived safely. As I plead confidentiality in
this matter, I am ready to co-operate with you in this transaction if
you agree to the following terms
1. We must share this money on the
basis of 50% for you and 50% for me.
2. We shall both meet in Amsterdan to complete the transaction.
3. Your passport photograph is needed so that I can see whom I am dealing
with. I am ready to send you my passport photograph also.
4. You will assist me open a bank account in your country where I can
pay in my 50% share.
5. Because of the preference given to white people in Ghana, I sent
the three cartons through the courier firm in the name of MR. GEORGE
WILLIAMS. Accordingly, you will be required to make an identity card
in the name of MR. GEORGE WlLLIAMS using my sister's Amsterdam address.
With this identity card, I will escort you to claim the three cartons
from the courier firm. Through the help of my friend attached to the
Ghanaian office of the courier firm, I have also obtained the telephone
number of a lady in the Amsterdam ofice who will assist us in claiming
the cartons. Waiting for your urgent reply.
